Renewing an Existing Chinese Driving License as a Foreign Resident

Renew the Chinese license, not the overseas one

This guide is for a foreign resident who already holds a Chinese driving license and needs to renew it. It is not a guide to converting an expired overseas license, extending a temporary driving permit or applying for a license for the first time. Start by checking which document is approaching expiry.

Write down the Chinese license's expiry date, issuing city and vehicle category. Then identify the authority or official service channel that will handle the renewal. If you now live in a different city, ask about that situation explicitly; do not assume that a procedure described for your former city covers your current application.

Use the renewal window to plan ahead

Shanghai's official renewal guidance, checked on 3 October 2026, says applications can begin 90 days before expiry. It lists identity and applicable stay or residence documents, accommodation registration, a physical-condition certificate and a portrait. It identifies a permanent residence ID card as the document for foreign permanent residents.

The Shanghai page also describes an online route through the 12123 app after an examination at designated hospitals. These points describe Shanghai's published service, not a guarantee that every applicant's account, records or circumstances can be handled entirely online. Check the current route for your own case before relying on it.

Review changes since your license was issued

A renewal appointment may reveal a record mismatch that was not apparent during everyday use. Compare the identity document associated with the driving record with the document you currently hold. If your passport number, name or other recorded information has changed, ask how the change should be handled alongside renewal.

Keep a short list of changes rather than silently entering a new number into whichever form accepts it. If your contact details have changed, raise that question too. Ask the authority what evidence is needed; do not assume that an old translation or a screenshot of an expired passport settles the relationship between the records.

Arrange the medical and portrait stages deliberately

Confirm the accepted medical-examination location and how the report is passed to the renewal service. Ask whether you must take a document away or whether another submission step is used. Where the official route offers on-site arrangements, verify that the intended service point actually provides them on your planned visit.

Check the portrait requirement for the renewal channel you will use. A photo stored in an old message may have the wrong size or be too old for the application. Do not reuse a license-card scan in place of a portrait. Keep the requested materials together without assuming that another city's list is interchangeable.

Treat online submission as a process, not a promise

If you choose an official online route, inspect the transaction status and any request for additional information. Saving an application or uploading a picture is not the same as receiving a renewed license. Keep the acknowledgement or reference provided by the system so a follow-up can identify the relevant transaction.

If the account cannot locate your record or rejects the identity format, stop guessing. Use the authority's normal support or in-person route and explain the exact error. Do not create contradictory identity details or use another person's driving identity to make the screen proceed.

  • Which step is complete: preparation, submission, review or issuance?
  • Is any correction or additional evidence still requested?
  • Which current identity record is associated with the application?
  • What does the authority say about collection and the resulting document?

Check the result and avoid assuming a grace period

Plan to resolve renewal before expiry. If the date has already passed, do not interpret the availability of a renewal procedure as permission to keep driving. Ask the competent authority about your present status and the route that applies. This preparation guide does not determine whether a particular expired or restricted license can be used.

When the renewed document is issued, compare its identity details, permitted category and validity dates with the confirmed application. Ask the issuing authority about any discrepancy. For a document-preparation enquiry, contact RIDE CN at https://chinadriverslicense.com/contact-us/ and explain that you already hold a Chinese license. Confirm the available service scope; this article does not promise that we handle every renewal case.
