Start with the exact transaction
Can someone do it for me is too broad a question for a driving-license procedure. Replacing a lost Chinese license, renewing an existing one and applying on the basis of an overseas license are different transactions. A representative being allowed for one task does not establish that another can be completed without your participation.
Use the official service name when asking the receiving office. Explain whether you already hold a Chinese license, what needs to change and why you want another person involved. This article is about defining that person's role, not a promise of remote licensing or a complete renewal checklist.
Know the limited national authorization provision
Article 105 of the national Motor Vehicle Driving License Application and Use Regulations permits representatives for listed administrative services, including license renewal or replacement, submission of medical or inspection materials, deferral and cancellation. It requires the representative's identity evidence and the driver's authorization letter.
That list is not a general permission to outsource every application stage. In particular, do not interpret the English word exchange in a commercial advertisement as proof that a foreign-license application fits the same procedure as renewing an existing Chinese license. Ask the authority to identify the applicable service and any steps you must complete yourself.
Check the receiving office's implementation
Beijing's January 2026 guide for renewing an existing Chinese driving license describes representative identification and authorization arrangements. It also says that an authorization completed through the official Traffic Management 12123 app can remove the need for a paper authorization letter in that procedure. This is a specific local example, not a promise that every applicant can use the app.
Ask which channel is available for your identity document and transaction. If the official online process cannot identify your record, seek the office's alternative procedure rather than giving another person your login, password or verification codes to improvise a workaround.
Describe a narrow and understandable role
Before signing anything, understand what the representative is being authorized to do. Ask the receiving office whether it provides a required form and how the service should be described. Do not sign a blank document or an authorization you cannot read, and do not let a translation enquiry silently become a broad administrative mandate.
Agree separately with the representative how you will receive updates, how original documents will be handled and what happens if the office requests something outside the agreed task. These are practical safeguards for your arrangement; they are not a substitute for the authority's required authorization format.
- Which named transaction and receiving office are involved?
- Which actions are authorized, and which remain with you?
- What originals or copies will be handed over?
- How will documents and the official outcome be returned?
Separate representation from other assistance
A translator may prepare a Chinese document without being your authorized representative. A friend may help you understand directions without being entitled to submit an application. A courier may transport a package without being able to answer an official question about your identity or entitlement. Name each role instead of treating all assistance as equivalent.
Do not assume that authorization removes an examination, assessment or attendance requirement. If someone offers a package described as no visit needed, ask for the official procedure supporting that claim and the steps excluded from the package. Reject any suggestion to misrepresent who completed a personal requirement.
Verify the official outcome
Keep the authorization and document handover record privately. After the transaction, distinguish an application receipt from a completed license result. Check the returned document and ask the receiving office about an unresolved discrepancy rather than relying only on the representative's assurance that the task is finished.
